MANILA, Philippines — The dying toll from heavy rains attributable to the mixed results of current low-pressure areas (LPAs), shear line and northeast monsoon, domestically referred to as “amihan,” has risen to twenty-eight, stated the National Disaster Risk Reduction and Management Council (Ndrrmc).
